Steel reinforced concrete buoys could pretty easily made at a casting yard without too much specialist equipment. You basically just need a mould, steel, steel fixers and a concrete pump. There is a wealth of talent in Australia available to make steel reinforced concrete elements. The interesting part would be how transportable the moulds are, assuming you are not going to move the built buoys too easily. Potentially they could have a movable casting yard, take this to the setup site and build next to the water where it was to be placed.
This is good move forward in terms of construction efficiency I believe.
