Sure may not of been a conventional route, but sure was a blessing route,... decisions are made on the funds available,.... It secured contracts, which in turn secured funding, in a very hard U funding environment... IF not for those contracts PEN would still be an explorer with no funds.... A BLESSING ROUTE.... Even the State of Wyoming want to see PEN producing as much as SH'ers
