Yes it is possible to walk across the spit but you must time it with the tides and be very careful-we lose a walker to the sea once every few years there.
Not sure if the rig would be visible though as the island is not very high.
If you do visit Lily Hill the rig is only visible from the car park not the lookout itself.Spectacular views from there though.
Going out later will try Boat Harbour,it should be closer again.
