Yeah, location is an issue for a few reasons. Shallow underground mine near the ocean is a bit spooky although it's manageable. There could be hazards from water inflow in the sediments from those NE faults: "The ground conditions are reasonable"
I hope the resource is depleted for weathered rock because you'd have trouble mining that from UG.

Specific geotechnical drilling has been completed by various explorers. Various mining studies (including metallurgy) and resource estimates have been completed with three NI 43-101 compliant technical reports completed on behalf of BDG, including two by MDA (2014 and 2017) and a PEA by Golder (2011).
The Mining Concessions and Investigation permit are subject to restrictions defined by the Plan de Ordenacion del Litoral de Asturias (POLA) which does not allow any surface activity within 500 metres of the coast line of the Bay of Biscay.
