Barry, I share your scepticism, but I think it is a little more than this - from the release "Unlike other retailers who employ a one-to-one sales strategy in this segment, LPE will maintain its one-to-many sales cycle by targeting only (smaller) strata customers for its DMC business."
I take this as meaning they will offer a low rate to the entire strata block on the proviso that the whole block takes up the offer?
