There they go again, right on que, offering at just below 4 cents whenever there is a great announcement. They have been doing this since August 2015 (check out the chart and sell history).
I would love to know who they are, but am surmising it's those who were granted a large quantity of free stock, or cheap stock, in return for the the acquisition of Breeze and Technology Effect.
This is a good little company, but it looks like there will not be any share price appreciation for some time, or until the seller has departed, which on estimates of stock given out during the acquisitions, might not be for a long while - unfortunately.
