Definetly time for an "activist" investor to get involved. Even if their legally entitled to manage the fund for ever I think you'd see them buckle if enough pressure and publicity got put on the bad performance. Presuming Watermark want to continue their business into the future I doubt they'd want to be in a full blown war over the management of ALF.
