It is a hole, sure. But nothing to do with the MSCI Index being ex-Japan. It's just a reflection of the fund managers views. Also, it's harder to get investors interested in country specific funds rather than more diversified exposures. This means that from a fund managers perspective, harder to get an economic fund up and running.
