Incorrect. Under the new legislation, EA holders must provide EITHER a surety (bank guarantee, cash, or insurance bond) OR pay an annual fee. Option depends on an assessment process. This is not an additional obligation, rather, Queensland has broadened the way it accepts financial assurance, which has the affect of freeing capital which was otherwise locked up in bank guarantees or cash deposits.
