Right now, Australia sends most of what is mined overseas for processing , although Japanese company has set up the first lithium processing plant at Kwinana. The raw material has to be brought from the mines, which would be a cost.

The cost of processing would be much cheaper if the processing could take place near to where it is mined.

Put the processing near the mines there are a whole lot of benefits.
Massively save on transport cost and probably a big hole in the ground nearby to bump the waste.
I am making an assumption re waste.

Water processing plant would need water.
