I don;t think it's as sinister as you think. My guess is that the other gov body has suggested it might take, say 3mths, for the review to occur so HFR will use that time to have another exposition and settle the critics. Just using the time available to them.

Averaging doewn is always risky but there's a very real chance the permitting will be completed within 3-4mths which would lead to a doubling in the SP from this point. An excellent entry price for new investors and an equally good avg down opp for existing holders. I might even get my avg price below $1.
