Goal posts have not changed at all.
They said mining concession was not needed to commence provisional building works.
From speaking to management my understanding was that effectively we could build the mine without mining concession however it was a box that needed to be ticked for them to have financing approval .
We have been using our own cash reserves for the provisional works completed to date & hence why we have needed to stall the dam works until mining concession is approved & we get financing to push forward.
It is all in the announcements if read closely.
