I'm not a driller or geologist, BUT..
my understanding is that usual practice is to choke the well when testing flow rates (many reports quote the size of the choke in multiples of 1/64 of an inch) because there is not sufficient receiving capacity (e.g. a tanker or similar) to hold the sustained multi-hour flow of a well. Then those with knowledge convert the measured flow rate through the choked test to an expected (much bigger) expected delivered flow rate when unchoked.
