Post within Rajasthan may take a week? Just guessing.
If Rajasthan denies the preferential right (dont see how it can given it is black letter law in regulations/legislation with case precedent) then I assume IRL will take it to the courts.
With my limited knowledge of the mining law in India, I see no reason why IRL will be denied a Mining Lease.
