I reckon he (and some of the other "non holders") sold a few months ago, and have since been accumulating parcels in tbe low 20's. They are well aware of the potential of this company, and are obviously knowledgeable about it and the tech, and have suffucient funds for a long term hold. A bit of downramping is part of their accumulation strategy.
