I wonder whether you can read. Where is there mention of "75,000 USD up front"?

What the announcement actually says is that in six to nine months, ONCE APPROVED [my emphasis, and for 'once approved' read 'if approved'] then "an initial order valued at USD75,000 will be placed."

Remember the proverb: "A bird in the hand is worth two in the bush."

So yeah, the announcement goes on to mention other birds in the bush - but none that are in the hand.
