I don't think a 1c dividend from cash is going to ignite the SP . Another insurance will see it trade higher, but as you say discount to cash will remain until the utilise some cash that will generate future earnings or announcement a capital distribution or special dividend, however I imagine all these things ( excluding acquisition ) are likely to happen after the final BI payout
