It is feasible. There can be different generations of fractures - maybe the first generation formed, got filled with fluid, then a later fracturing event created new ones. Fractures can get filled in then dissolved again later if the water chemistry is right. And sometimes fractures are a local phenomenon caused by fluid influx that exhausts itself after a while when the chemistry changes, or it can encounter a flow barrier.
We know there are open fractures elsewhere in Mereenie, but these fractures appear filled, so clearly there is variation in fractures across the field.
Permeability also doesn't depend solely on fractures, even if all the fractures are filled, they may encounter a coarser sand bed channel can provide the equivalent performance to an open fracture.
If the fractures were present and open you wouldn't even need to stimulate the well. If they're present but filled, you may be able to open them up again (or create new ones) with stimulation.
