A balance sheet only has to reflect actual events its not forward looking.
The settlement will be accounted for on the next earnings report.
The market (SP) however is forward looking.
Its up to you as the investor to research and see if the market has got it wrong.
We have not been paid a Dividend since 2016.
They have built a war chest.
They only have to inform the market on facts not speculation.
They have continually announced the cessation of dividends is for growth reasons.
The market knows its for a war chest.
Hence the current Share price.
