you are so naïve. Up to now, ANS/WAPRC can not show to investors/shareholders that they have obtained the approval from China's NDRC Shanghai office to invest $100 million in ANS-Australia. Without China's NDRC approval, even though WAPRC has the money and the Mbalam convention extension is granted, they can not remit to ANS, Australia. So your conjecture is wrong.
