Allamanda must be essentially government(?). They are obviuosly, imo, the ones who brought the issue of tenement dispute in 2011 and now are shifting the goal posts at present. I interperet this latest announcement to be saying a strategic partner is well and truly ready to move and so therefore Allamanda throws in the challenge. Just have to see how Minbos will negotiate. I think it will stand that allamanda gets the percentage they want and subsequently offer speed and ease of mining, development, transport, and port permits etc.
