    Most, if not all major projects I'm aware of since Gove G3 have utilised PAUs, PAMs, fabricated overseas & shipped in to Australia.
    The key here is, as you say, who is going to manage the quality side of things.
     
    Every major project since Gove G3 haven't managed the quality side of things in the fab yards as well as they could have. Possibly an unknown, but many of these projects end up with additional cost (in the 10s of %) for rectification works in country to bring the modules up to not just Australian standards, but also to a tradesman like quality finish - something the ops guys will accept/sign off on.

    What should they do?
    1. Establish robust quality verification systems which needs to be enforced from the very top. On the ground, experienced expats go a long way to reinforcing this culture.
    2. Ensure the contract has a large enough progress payment contingent on a comprehensive MDR - establishing what goes into the MDR in it's own right is a major exercise. This has to start from before the first order goes out as there are sections of the MDR which will come from the fabricators suppliers, suppliers. ie. Materials certs
    3. Make sure the package engineers are fully on board with the delivery of the above two.
    There are some pretty decent EPCM management systems on the market at the moment, but avoiding the pitfalls is wholly dependent on everyone buying in. 
    The oil & gas companies have figured out how important this is, full lifecycle of project management, and tend to do this better than anyone. 

    And if they do the above - they'll have a full functioning completions system to cookie cut or replicate the first engineered plant wherever else they want to put it with lesser cost, higher efficiency & much shorter time to delivery.

    IOW, they can sell the turn key package including the EPCM aspect with high degree of confidence any subsequent plant metrics/KPIs will be an improvement on the first.
