It takes time to turn a ship around and that's exactly what Ted, the board and senior management are doing.
I'd rather see contract wins with $'s announced by the company than not. The small fish are sweet and will continue to accumulate until a larger contract / Government win can be secured.
In regards to the balance sheet, Iam not concerned in regards to cash in the bank. Ted knows how to manage a balance sheet and corporate structure and when a capital raising is required in 2018, Iam pretty sure Ted will tap his network and make sure this is tucked away nicely. I would like to think that Ted wouldn't go and blow up the capital structure by raising $10mil+ at current levels for BAU, however would be more akin to raising whats required to extend the runway for the business to move towards cash flow +.
If you have concerns, then make the effort to attend the AGM, meet Ted and the board, ask questions and listen to the strategy / plans they have to take CVT forward.
