But it wont dilute big shareholders interests if it fails. If NAE then really need the money they will have to find a way to ask the "sophisticated investors" and the like to participate instead. Im assuming someone will take them up on the offer.
It could also just be that someone wants to buy cheaper than it is now and is pushing it down using the current sentiment, CR etc.
