It is pretty obvious the government wants the development to go ahead so not sure, if the court challenge is successful, it would stop the development in its tracks or just be a pyrrhic victory (i.e. update some paperwork and go through the process again).
I suspect it will simply delay the inevitable. I hope, if the case falls over spectacularly, the court will look through the association and sheet home the costs of litigation to the RAG members personally.
