I don't believe it will make any difference.
firstly nickel projects underpin the New Caledonia economy. Secondly the indigenous population are not likely to stop exports of ore. As a 3rd party QPM is quite insulated. in the worse case scenario the government takes some stake in projects. they aren't going to stop selling their 'waste' ore.
