We appear to be at cross purposes.  

CTP is contracted with IPL to deliver gas to Phosphate Hill near Mt Isa.  APA (NTP) and Jemina (NGP) charge tariffs accordingy.

IPL has contracts to supply PH from Wallambilla, which it no longer requires and is asking APA to deliver to Gibson Island in Brisbane instead (though with SWQP going west today, GI is demonstrably receiving gas from Woleebee Creek).

Today, someone is saving pipe tariffs on the Walambilla - Woleebee Creek section - it sure ain't CTP and I doubt it is IPL.
