It's either a stupidly environmentally stringent condition of the permits to lessen the risk of oil spills and emissions, or just waffle padding written by someone who doesn't know any better 'look at the brand new excavator that will be better for the environment'.
Fingers crossed the whole area is packed with shallow high grade graphite and we dig the whole area up sooner or later anyway.
