The annual payment doesn't seem enough for a huge provider like PayPal. If the payment is only for onboarding (new clients to the provider) then that should have been made clear in the ANN. I notice that one of Kyckr's competitors (Thompson Reuters) is NOT listed in PayPal's third party declaration (see previous post).
