The rates for consumers are posted and an MV customer would be paying around IDR1,200 per kwh or at current exchange rates US$0.085/kwh. My experience has been that industrial users either pay the posted amount or negotiate for less where possible - never pay more. Pertamina is state owned and I believe has its own oil and gas production facilities. The Indonesian Government then has the choice to sell the fuel on the open market, at 'market' rates or sell it internally to Government and quasi Government bodies for cost plus a margin. That is, the Indonesian Government may elect for various reasons to regulate the price of oil in country. The point is no one really knows what the Government will do any more than we know what the market price of crude will be in 6 months so to speculate on what the cost of power might be is pointless.
