Clearly persons within the SI govt ministerial depts facilitated the unecedented quick 2 day approval of Axiom’s original  Kolosori PL and it’s conversion to a ML. 
However the steps are defined (as detailed by the appeals ruling) in the regulations and the act governing the issue and conversion of the ML  and thus the prescribed steps would or should  have been evident to Axiom personel, their Lawyers and gov’tstaff. This leaves a number of questions as to how complicit or negligent were Axiom’s management and  their lawyers at the time. 
The relevant minister who processed AVQ’s Kolosori Pl and Ml went to jail for (unrelated) criminal behaviours in that capacity, so nothing changes but the players it seems.
