Surely, SURELY you would not waste your time, money and effort on lawyers, reports and documentation, and pay extra in fees to transform from exploration licence to mining licence, if you had found nothing in the ground. SURELY!
SURELY if after drilling 4,200m, you would not waste your time in applying for a mining licence if that 4,200m came up with nothing. SURELY!!!
They must have seen something in order to want to transform to a mining licence. Otherwise this would be one of the most bizarre things I have ever seen. It would be like buying dog food when you don’t even own a dog. Renting a car when you don’t have a licence.
