As per Dis, believe it is they case they don't need to issue but I'm not sure how marketable that will be unless there's some seriously good pr with it. The point made that brokers will flog it if they get their commission for new issue has some logic to it.... and it that was the case, why not go for $12 mil. If it was underwritten, would be guessing that would be at a pretty decent discount and that would be a worry.
