It's always been part of the plan and is fully priced in. It's called corporate responsibility - especially when setting up a project offshore which might disrupt existing infrastructure and from what I've read sparingly, it seems to be done a lot in Africa by overseas firms as they build relationships with not only the local councils, but also the communities they want to operate in.
