You wouldn't be incorrect, but I believe the sulphide leaching tests were also found to be free milling and reacted easily to cyanide. Even so, they may just concentrate the sulphides by flotation and sell as is without leaching and just take a precious metal credit.
Yes I agree that the power and infrastructure set up always costs money.
