Telcos already do it now in some markets. Example Malaysia has a specific plan/sim for migrant workers (indo/nepal/bangladesh/indians). What comes after the plan is the digital offerings, so they are partnering with local companies in providing relevant content to the workers. Ooredoo does this in Qatar - Kuwait etc. Another example is Music Nepal on youtube, they have 3.2m subscribers - generating cash via youtube ads and now launched their Music/VOD. Mint UAE - targets these specific migrant workers as they cant access bank accounts in UAE so they have a mobile wallet/mastercard debit card and have 450k subscribers that have their monthly salaries deposited into this account (150m usd per month). Malaysia has a similar product Merchant trade which also doubles up as a MVNO (1m subs). Each market is different but you can specifically target nationalities on the telco if you have a relationship with the telco.
