The complications are quite minor in the scheme of things, and unsurprising given they don't have a precedent to follow, unlike nearly every other oil and gas project I can think of.
The problem is more financial... but nothing insurmountable given Stx's market cap (ie. Raise equity) and ability to farmout tenements. The prospect of either is just hard to swallow given they raised capital so recently.
But that is all part of the reason why a potentially multibillion dollar company is currently trading around $100 million.
