That's not strictly correct. An MoU can indeed be a legally binding agreement (in Australia anyway) if its terms are expressed as creating the same.
With regard to the Sinopharm MoU, the issue is not worth being too concerned about. If JAT has products for sale which are appealing to the Chinese market and Sinopharm has thousands of sales channels for those types of products, the process to minting money is pretty uncomplicated IMO - if the products are priced correctly.
