Western Digital did spend $15M USD on development expenses which 4DS did not have to pay for.
If WBT enter an agreement that is similar to what 4DS have I will be very happy. For example covering the cost to making the chip fab compliant.
At the end of the day both 4DS and WBT are way undervalued. Big year 2019 don't expect much movement in the SP before the end of 2018.
