P, I would describe the situation as imec owns the hardware (foundry) but as per the frequent meetings between imec and 4DS staff, there are plenty of tasks (refinements?) to keep the retained 4DS staff busy.
Plus when the company is sold, the acquirer would expect more than a file of patents and a wafer. The need for continuity of the novel knowledge would be paramount.
