Geo, It seems RM realised time was running out to meet end March ‘19 shipping deadline prior too 14 March 19. Without wanting to sink any hope for upcoming cap raising he still had to put shareholders on notice that the March shipment was ‘likely’ to be delayed, without saying so on that date.
Interesting that RM knew beforehand that future adverse weather was going to become a delay issue!
