Its just a non-binding MOU's.
Technical evaluations needs to be conducted, project funding etc. by nov 30 deadline. When chinese can buy lot of IO producers like FMG, BCI etc. in the current market why should be this project.
Great long term project, but still a long way off. As of now should be in watchlist.
