They are possibly trying to leave enough of a window open for IOOF to acquire the ANZ bus by the looks.
Why would APRA want to do that?

While the attitudes of some of IOOF's executives during questioning might have stunk, I'm not so sure that being a smug CEO - while the optics of it are not good - amounts to the breaking of any laws.
After almost a year down the track, other than the way they subsequently clawed back an over-distribution from a trust several years back (the dollar amounts and the number of people involved being somewhat negligible in the scheme of things), I am still none the wiser as to what actual breaches of the various laws and regulations IOOF has actually incurred.
Maybe I'm just a bit thick.
