Yes, and if the ratings agencies had not willingly rated junk mortgage-backed-securities as "investment grade", and the US regulators had not allowed banks to recklessly behave like hedge funds, the subrpime crisis need never have occurred - not to mention (perhaps) the ensuing GFC.
