Exxon Mobil offer is same as OSH ($2.2 Billion except they offer higher CVR, above 6.2 TCF gas ($0.90).

That is what my point is. Why would Exxon Mobil matches the OSH offer until unless they are determined to force TotalSA & OSH to bring them to negotiating table and make an joint Offer.
