What OSH needs to do is match the offer(Terms and Conditions). OSH role in that is negligible TotalSA needs to pull the wallet and fork out another 100 million or so.

Alternatively all three OSH, TotalSA and XOM put joint bit(which is most likely the case and they all back the OSH deal)

Without OSH and TotalSA support Exxon cant do anything with project. TotalSA is the Operator.
