    yes of course and I might be wrong but thought MOU a bit like property conditional contract that will need all requirements to meet a binding unconditional GSA ? ... and if RLE has strong interest from gas buyers why wouldn't one of them want to make the first move ? and least sign up a MOU unless the buyers are still sceptical of delivery and see other options elsewhere
