ST any possible GSA suitors will be running a range of conditions including proof of concept in RLE's ability to supply. Key to that will be flow figures, reserves and to a much lesser degree pipeline approval (it seems likely to be given).
So yes they could sign a MOU subject to those conditions now but they would not have much if any market value until conditions are fulfilled and a binding agreement is in place.
