If you go through that list there are probably some "associated parties",hence the concentration is likely to be greater than apparent.
e.g no 15 and 19,no 8 and 13

This is not illegal given the reporting rules as long as the associated parties don't pass the disclosure threshold.
A useful thing if you don't want the public to see what you're doing.
