Capacity factor for wind is generally accepted to be 35% max, and for solar its closer to 30% I think. These factors include energy availability (wind blowing within turbine operating range up to max rating, sun shine hours, etc) and maintenance downtime. I haven't seen what WEC capacity factor is.
